SSP&A can address sites at any stage within the remediation process. While all contaminated sites require a similar process, solutions may vary depending on whether the site is regulated under a federal or state programs; or if the site is being assessed for redevelopment. SSP&A assists with each project phase from project inception to completion, for sites of all sizes and complexities.
SSP&A’s engineering and remediation services include:
Site Assessments and Facility Investigations
SSP&A has experience investigating contaminated sites includes characterization for facilities subject to CERCLA, RCRA, the Toxic Substances Control Act (TSCA), and state requirements; property development; and real estate transactions. Services include preparation of plans and reports covering all phases of investigations and field oversight of facility investigations, including:
- Transaction due diligence;
- Phase II Environmental Site Assessments;
- Drilling programs;
- Groundwater, soil, and sediment characterization;
- Mining and processing facility investigations; and
- Landfill assessments.
Remedial Strategy
After a site is investigated, the next step is to determine what (if any) remedies are necessary, which may include any environmental media. SSP&A routinely works with clients and stakeholders to reach a decision regarding remedial strategy and remedy selection. We perform the following:
- Feasibility studies;
- Remedy selection and optimization; and
- Risk management.
SSP&A manages the design, construction, and implementation of remedial systems at all scales, and are engaged in the ongoing management of remedial systems. Our knowledgeable field staff provide on-site project oversight to ensure that the planning and construction go smoothly.
Remediation System Design
SSP&A brings an in-depth understanding of standard and novel treatment practices for engineering and design of remediation systems, and the required capabilities to deliver remedies suitable and compliant with applicable state and federal regulations. Each design is unique to address the specific challenges each client presents. Our experience includes alternative delivery design-build projects, as well as traditional design-bid-build. SSP&A treatment system designs include:
- Small and large-scale P&T;
- Air sparging;
- SVE;
- Biosparging;
- In-situ groundwater and soil remediation; and
- MNA.
Remediation Site Management
SSP&A manages the overall remediation process and ongoing remedy evaluation and monitoring of contaminated sites, including the implementation of regulatory documents and maintenance of permits within both state and federal programs. We work to obtain closure of waste management units and provide regulatory expertise to assist clients in compliance activities required to properly manage environmental wastes. For existing remediation systems, we help clients optimize their resources and perform operational efficiency reviews. Services include:
- Performing as Owner’s Representative;
- Review of existing remediation systems;
- Review and evaluation of system data, engineering economics, and system performance;
- Remediation system optimization strategy development;
- Operational cost analysis;
- Regulatory agency presentations and negotiations;
- RCRA, CERCLA, TSCA, and state/local corrective actions;
- NPDES permitting and renewal;
- Implementing and maintaining compliance for selected remedies; and
- MNA assessment and monitoring.
Brownfields and Redevelopment Strategies
Brownfields sites are properties whose use is limited by environmental liability. Remediation of brownfields sites can present an economic opportunity for investors and render previously contaminated sites useful. Our approach to addressing brownfields sites and non-brownfields industrial sites includes assessing the problem, performing any necessary analyses, performing remedy selection, and building/implementing necessary treatment solutions. SSP&A can be engaged at any point of the process to help clients complete their project, including land transfer and continued maintenance of relevant environmental requirements.
SSP&A assists clients with redevelopment strategies by tailoring environmental site investigations and remedial approaches to the planned use of each site. Our engineers and scientists utilize their extensive experience working with regulators, developers, and stakeholders during the rehabilitation and cleanup process. We develop practical and cost-effective approaches to mitigating site risks and achieving site closure, including:
- Owner’s Representative;
- Transaction due diligence;
- Evaluation of remedial alternatives; and
- Voluntary cleanup.
